Процесс НОРМОТВОРЧЕСТВА регулируется Законом административной процедуры (АП), Закон о сокращении объема документации (PRA, кодифицированном в 44 USC §§ 3501 – 3521 ), Закон о гибком регулировании (РСР, кодифицированном в 5 USC §§ 601 – 612 ), и несколько административных указов (в первую очередь исполнительного указа 12866 ): как правило, каждый из этих законов требует процесса, который включает публикацию предлагаемых правил в уведомлении о предлагаемом нормотворчестве (NPRM), с определенным анализом затрат и выгод, а также для запроса комментариев и участия в принятие решений, а также принятие и публикация окончательного правила через Федеральный регистр .
Порядок публикации

История

Первое издание CFR было опубликовано в 1938 году.
