Təhsil hər bir dövlətin, cəmiyyətin həyatının, fəaliyyətinin mühüm bir sahəsidir. Aydındır ki, bu gün Azərbaycan təhsilinin müasir beynəlxalq standartlara uyğun inkişafını təmin etmək baxımından ölkənin ali təhsil müəssisələrinin üzərinə çox şərəfli və məsuliyyətli vəzifələr düşür. Bu vəzifələrin həyata keçirilməsi istiqamətində effektiv fəaliyyətilə seçilən ali təhsil ocaqlarının sırasında Azərbaycan Memarlıq və İnşaat Universitetinin (AzMİU) özünəməxsus yeri və rolu vardır.

İnstitut fakültəsindən Universitetə qədər

Azərbaycan Memarlıq və İnşaat Universiteti 1920-ci ildə Bakı Politexnik İnstitutunun nəzdində mühəndis-tikinti fakültəsiylə fəaliyyətə başlayıb. Müxtəlif illərdə Bakı Politexnik, Azərbaycan Neft, sonralar Azərbaycan Sənaye İnstitutunda inşaat mütəxəssisləri hazırlanıb. 1932-34-cü illərdə mühəndis-inşaat fakültəsinin bazasında müstəqil İnşaat İnstitutu yaradılıb. 1934-cü ildən Azərbaycan Sənaye İnstitutunun tərkibində “İnşaat” fakültəsi kimi tanınıb. 1951-ci ildə Azərbaycan Politexnik İnstitutunun yaranması ilə əlaqədar memarlıq, inşaat, hidromeliorasiya və nəqliyyat fakültələri oraya köçürülüb. 1975-ci ildə ölkəmizə rəhbərlik etmiş xalqımızın ümummilli lideri Heydər Əliyevin təşəbbüsü, Azərbaycan SSR Nazirlər Sovetinin qərariyla Azərbaycan Politexnik İnstitutunun Memarlıq, İnşaat, Hidromeliorasiya və Nəqliyyat fakültələrinin bazasında Azərbaycan İnşaat Mühəndisləri İnstitutu (indiki Azərbaycan Memarlıq və İnşaat Universiteti) təsis edilib. 2000-ci il iyun ayının 13-də Azərbaycan Respublikasının Prezidenti Heydər Əliyevin fərmanı ilə bu ali məktəb Azərbaycan Memarlıq və İnşaat Universiteti adlandırılıb.

Hazırda ümumi sahəsi 49.000m2 olan Universitet 5 tədris korpusunda yerləşən 8 fakültə, İnşaat Kolleci və texniki təmayüllü Liseydən ibarətdir. Universitetdə 7036 tələbə təhsil alır, xarici vətəndaşların təhsili fakültəsində 14 ölkədən 620 nəfər tələbə oxuyur, tədris 3 dildə – azərbaycan, rus və ingilis dillərində aparılır.

Qarşıda qoyulan vəzifələr uğurla icra edilir

Heç şübhəsiz təhsilin səviyyəsinin yüksəldilməsi məqsədilə həyata keçirilən zəruri dövlət islahatlarının effektivliyi bir çox digər amillərlə yanaşı, həm də qarşıya qoyulan konkret vəzifələrin yerlərdə dəqiq və səmərəli icrasından asılıdır. Əminliklə demək olar ki, bu gün Azərbaycan Memarlıq və İnşaat Universitetinin tutduğu qabaqcıl mövqeyi, əldə olunan uğur və nailiyyətlər bu ali təhsil müəssisəsinin rəhbərliyinin və ilk növbədə əlbəttə ki, rektor Gülçöhrə xanım Məmmədovanın gərgin zəhməti sayəsində əldə olunub.

Gülçöhrə Məmmədova 24 aprel 1953-cü ildə Qərbi Azərbaycanın Vedi rayonunda anadan olmuşdur. 1971-ci ildə orta məktəbi bitirdikdən sonra Azərbaycan Politexnik İnstitutunun memarlıq fakültəsinə daxil olmuş və 1976-cı ildə yeni yaranmış Azərbaycan İnşaat Mühəndisləri İnstitutunun memarlıq fakültəsini bitirmişdir. 1975-ci ilin sentyabr ayında Azərbaycan İnşaat Mühəndisləri İnstitutunun komsomol komitəsinin katibi seçilmiş və 1979-cu ilə qədər həmin vəzifədə işləmişdir. 1979-cu ildə həmin institutun memarlıq konstitusiyaları və abidələrin bərpası kafedrasında assistent vəzifəsində işə başlamışdır. 1987-ci ildən həmin kafedranın baş müəllimi, 1991-ci ildə dosenti, 2000-ci ildə isə professoru vəzifəsinə seçilmişdir. 1999-cu ildə Azərbaycan Memarlıq və İnşaat Universitetinin rektoru təyin edilmişdir. Elmi fəaliyyəti əsasən Qafqaz Albaniyasının memarlığı və Azərbaycan ərazisində xristian dini memarlığının tədqiqi ilə bağlıdır. Bir çox abidələrin bərpa və elmi rekonstruksiya layihələrini işləmişdir. 1985-ci ildə “Qafqaz Albaniyasının erkən orta əsrlər xristian memarlığı” mövzusunda namizədlik dissertasiyasını, 1999-cu ildə “Qafqaz Albaniyasının dini memarlığı” mövzusunda doktorluq dissertasiyasını müdafiə etmişdir. Bir çox beynəlxalq elmi konfransların təşkil olunmasında iştirak edib və məruzələrlə çıxış etmiş, memarlıq abidələrinin bərpası ilə bağlı bir sıra beynəlxalq layihələrə rəhbərlik etmişdir. 2000-2005-ci il tarixində Azərbaycan Respublikası II çağırış Milli Məclisinin deputatı olmuşdur. 1985-ci ildən Azərbaycan Memarlar İttifaqının üzvüdür. Beynəlxalq Elmlər Akademiyası Şərqi Avropa Bölməsinin və Şərq ölkələri Beynəlxalq Memarlıq Akademiyasının həqiqi üzvüdür. 2006-cı ildə “Azərbaycan Respublikası Əməkdar Memarı” fəxri adı verilmişdir. 2009-cu ildə Fransanın “Akademik Palma” ordeni (Kavaler dərəcəsi) ilə təltif edilmişdir. 80-dən çox elmi əsərin, o cümlədən, 2 monoqrafiyanın və 5 kitabın müəllifidir.

Müasir dövrdə vətəndaş cəmiyyəti quruculuğunda sürətlə inkişaf edən elmi-texniki tərəqqi, informasiyanın sürətli artımı və yeniləşməsi təhsil prosesinin də təkmilləşməsini və dinamik inkişafını zəruri edir. Dövlətimizə, cəmiyyətimizə və ümumiyyətlə, tariximizə bələd olan, yeni düşüncəyə malik gənclər yetişdirmək, onlara bilik və bacarıq vermək, millətimizin adət-ənənələrinə və maddi-mənəvi dəyərlərinə qiymət verən və onları gələcək nəsillərə ötürə bilən yüksək ixtisaslı inşaatçı kadrlar hazırlamaq Azərbaycan Memarlıq və İnşaat Universitetinin üzərinə düşən tarixi vəzifədir. Bu gün AzMİU-da mütəxəssis və elmi-pedaqoji kadr hazırlığı Azərbaycan Respublikası Konstitusiyası, Təhsil Qanunu, Azərbaycan Respublikası Nazirlər Kabinetinin və Təhsil Nazirliyinin fərman və sərəncamları, Təhsil sahəsində İslahat Proqramına və digər normativ-hüquqi sənədlər əsasında həyata keçirilir. Universitetdə ali təhsilin hər üç səviyyəsində – bakalavriat, magistratura və doktorantura səviyyələrində kadr hazırlığı Avropa kredit transfer sisteminə uyğun həyata keçirilir. İxtisaslar üzrə tədris prosesinin təşkili ali təhsil pilləsinin dövlət təhsil standartlarına uyğun hazırlanmış və rektor tərəfindən təsdiq edilmiş tədris planları əsasında həyata keçirilir.

Rektor Gülçöhrə xanım Məmmədovanın özünün də dediyi kimi, burada tələbələr yalnız təhsil almır, eyni zamanda sevdikləri yaradıcı işlə məşğul olurlar. Onlara öz bacarıqlarını realizə etmək üçün hər bir şərait yaradılıb. Beynəlxalq müsabiqələrdə, vorkşoplarda iştirak etməklə, tələbələrə özünə güvən hissi aşılanır, rəqabətə davam gətirməyin yolları öyrədilir. Universitetin tələbələri istər universitet daxilində zəruri texniki vasitələrlə təchiz olunmuş ixtisas laboratoriyalarında, istərsə də birbaşa inşaat meydançalarında iş prosesi ilə tanış olurlar.

AzMİU-da yaz imtahan sessiyası – şəffaflıq təmin edilib

Artıq xəbər verildiyi kimi, iyunun 3-dən etibarən Azərbaycan Memarlıq və İnşaat Universitetində yaz semestrinin imtahan sessiyasına start verilib. İmtahan sessiyası iyulun 1-dək davam edəcək. İmtahan sessiyası təsdiq olunmuş imtahan cədvəlinə uyğun yazılı, test üsulu ilə və qabiliyyət tələb edən fənlər üzrə ənənəvi qaydada keçiriləcək. 2018-2019-cu tədris ilinin yaz semestrinin imtahan sessiyasını Təhsil Nazirliyinin mövcud qaydalarına uyğun təşkil etmək, tələbələrin biliyinin qiymətəndirilməsində şəffaflığı və obyektivliyi təmin etmək məqsədi ilə rektor Gülçöhrə Məmmədova tənzimləyici əmr imzalayıb. Əmrə əsasən, yazılı imtahan işlərinin şifrələnməsi, işlərin qiymətləndirilməsi üçün ekspertlərə təqdim olunması, yoxlama prosesinə nəzarət, şifrələrin açılması, universitetin elektron səhifəsinə daxil edilməsi işləri üzrə rektorun əmriylə universitetin müəllimlərindən, əməkdaşlarından ibarət işçi qrup formalaşdırılıb.

İmtahan biletlərinin çap olunması, qruplar üzrə komplektləşdirilməsi və nəzarət qrupuna təqdimatı, yoxlama prosesinə nəzarət, şifrələrin açılması və s. üzrə yaradılan işçi qrupuna bakalavr və magistratura səviyyələri üzrə xüsusi təyin olunmuş məsul şəxslər rəhbərlik edəcəklər. Həmçinin yazılı və test imtahanlarının gedişinə nəzarəti həyata keçirmək üçün də məsul şəxslər artıq təyin ediliblər.

Rektorun əmrində bildirilir ki, sessiyanın gedişi zamanı imtahanların nəticəsindən yarana biləcək narazılıqların, neqativ halların mövcud qaydada araşdırılması və həll edilməsi məqsədi ilə AzMİU-nun rəhbər və məsul şəxslərindən, universitetdə fəaliyyət göstərən ictimai təşkilatların nümayəndələrindən ibarət İmtahan Qərargahı yaradılıb.

İmtahan sessiyası dövründə birbaşa rektor Gülçöhrə Məmmədovanın özünün sədrliyi ilə yaradılmış Münaqişə komissiyasında imtahan bitdikdən sonra imtahanların nəticələri barədə onlayn şikayətlərə baxılacaq və aşkar edilmiş çatışmazlıqlar aradan qaldırılacaq.

Biz isə öz növbəmizdə bütün tələbələrə imtahanları yüksək nəticələrlə başa vurmağı arzulayırıq. Ümid edirik ki, bu sessiya ən az müraciət edilən qurum da məhz elə Münaqişə komissiyası olacaqdır.

Mhkmlrd şffaflıq

Azərbaycanda nümayəndəlik institutunun ləğvi məsələsi ilə bağlı layihənin yenidən müzakirəyə çıxarılacağı vaxt məlum olub.

Layihə 2018-ci ilin yaz sessiyasında, fevral ayında nəzərdə tutulan plenar iclaslardan birində müzakirəyə çıxarılacaq.

Layihəyə bir sıra düzəlişlər nəzərdə tutulub. Belə ki, nümayəndəlik institutunun tam ləğv olunması yox, məhkəmələrdə çıxış edəcək nümayəndələrin təmsilçiliyində ixtisas baxımından konkretləşdirmə aparılması planlaşdırılır. Eyni zamanda, vəkillərin sayının artırılması ilə bağlı atılacaq addımlara da yer veriləcək.

Ali Məhkəmənin sədri tərəfindən oktyabrın 6-da Mülki Prosessual və İnzibati Xətalar məcəllələrinə, “Vəkillər və vəkillik fəaliyyəti haqqında” qanuna dəyişikliklər barədə qanun layihələri təqdim edilib. Dəyişikliklərdə mülki və inzibati məhkəmə proseslərində nümayəndələrin iştirakına qadağa qoyulması, bu prosesdə yalnız Vəkillər Kollegiyanın üzvlərinin iştirakı təklif olunur.
