Can macOS (Catalina) match a Brazilian Portuguese Windows keyboard layout

I had no trouble using the IJ Scan Utility for Mac Catalina (10.15.6) but now receive this error message on both my iMac and MacBook Pro:

None of these things apply. The scanner IS turned ON. I’m able to both print and scan on it wirelessly using the driver from the Apple System Preferences window, but the IJ Scan Utility no longer functions.

I deleted the old IJ Utility, downloaded and installed the latest December version from Canon (IJ Scan Utility Ver.2.3.7 (Mac) File version: 2.3.7 Release date: 13 December 2019), but I still get the error message.

The Windows Portuguese keyboard has a different layout than the Apple Portuguese keyboard: Here’s the Windows version: Here’s the Apple’s version: I don’t want to buy a new keyboard or learn a new keyboard layout (right now I am forced to use Windows because I can’t use my keyboard on MacOS). Can I remap macOS software to respect the Windows keyboard layout?

Is the windows keyboard a Bluetooth keyboard?

The layouts are very similar.

@jmh I think 7 keys at least need remapping to be the same

You can create a custom layout to remap the various character keys to match what you want with Ukelele.
