This article examines the peaceful relations between Georgia and Azerbaijan in the period 1918–20. Whilst civil wars and inter-ethnic conflicts razed neighboring regions and countries to the ground, Georgian–Azerbaijani bilateral relations, unusually, remained harmonious during these countries’ short independence. What were the reasons for this unexpected peace? Using archival evidence from Azerbaijan and Georgia, the article demonstrates how the complementary economic and political relations of the two countries during this turbulent period outweighed the option of war. This historical narrative also helps us to explain the contemporary relations in the region.

The authors have identified common and specific features of cultural and educational reforms and their practical implementation in the complex context of the Russian imperial colonial rule. The publication focuses on the genesis of the public and philosophical positions of the advanced intelligentsia in both regions and its efforts towards the enlightenment and social progress of its peoples. Through the works of the prominent representatives of the movement, the authors have disclosed the genesis of the ideas of consolidation and unity of the progressive forces of the Muslim ‘periphery’ of the Empire and the formation of the new liberal and democratic ideology which resulted in the establishment of the Azerbaijan Democratic Republic, the Mountain Republic, the Turkestan Autonomy and the Alash Orda.

Tadeusz Świętochowski ; d. 28 aprel 1932, Lill, Fransa — 15 fevral 2017, Nyu-York, Nyu-York ştatı, ABŞ) — Polşa və ABŞ tarixşünası, Qafqazşünas və Azərbaycanşünas; Monmaut Universiteti, Xəzər Universiteti və Bakı Dövlət Universitetinin fəxri professoru və Mərkəzi Avrasiya Araşdırmaları Cəmiyyətinin fəxri üzvü.   Tadeuş Svetoxovski 1932-ci ildə Fransada Polşa diplomatı Stanislav Svetochovskinin ailəsində anadan olmuşdur. 1939-cu ildə Polşanın SSRİ və Almaniya arasında bölünməsindən sonra, onun atası Moskvaya sürgün edilib Butyrskaya həbsxanasında öldürüldü. Müharibədən sonra Tadeuş Svetoxovski Amerikaya hicrət etdi və Nyu-Yorkda Kolumbiya Universitetini bitirdi.
